How I Came To Play This Game
Ringman Stage
A long time ago I bought the Megaman Anniversary Collection for the Gamecube which included the first eight Megaman games and two arcade games.
Story
A year after Gamma's defeat in Mega Man 3, many thought Dr. Wily was dead after he was crushed in the last game, and the world had been living in peace so far. However, Dr. Light received a message from a mysterious Russian scientist named Dr. Cossack, claiming to be the greatest scientific genius in the world and having been far too long overlooked, and sent eight of his strongest robots to destroy Mega Man and prove he is better than Dr. Light. Cossack's army of robots began to make their move, so Mega Man went after Cossack with his New Mega Buster. After defeating the robots and Dr. Cossack, Mega Man discovers that Cossack's daughter Kalinka had been kidnapped by Dr. Wily (who was very much alive and, it appears, hiding in Russia) to make Cossack work for him, but luckily Proto Man betrays Wily and rescues her. Mega Man heads to Wily's castle and defeats him once more.

Review
Megaman 4 improved the gameplay even more. Now, you can charge up your buster to fire charge shots which do more damage. Also, it includes the baloon and wire adapters which can be used toi bypass obstacles. This game is the first in the series to have a true item menu, Eddie, two castles, a fake villain, and a Wily Capsule. The item menu was a full fledge menu that listed all of the weapons Megaman had as well as the E-Tanks he had. A new character named Eddie appears in the middle of most stages. He is a support robot that gives an item to Megaman, which can range from health to an E-Tank. There are two castles in this game. After you defeat the 8 bosses, you have to go through Dr. Cossack's castle. After you beat that you go through another Wily Castle. Dr. Cossack was the first fake villain of the series. He was thought to be the bad guy but really wasn't after all. The Wily Capsule was a third addition to the fights with Dr. Wily. Not only does he have a Wily Machine with two modes, but a third battle must be done with the Wily Capsule which ejects from the machine and usually shoots orbs at Megaman. The third fight with a Wily Capsule has been the standard ever since. Some of the bosses of this game are really hard and it is necessary to use their weakness to beat them. The music played when starting and completing a stage was brought back, making this game feel more like the older ones. An annoying thing is that you don't have as much control when riding Rush Jet anymore. You can only move up and down as you move forward. You have no option to stop the board and hover.
Releases
Megaman 4 was first released for the NES in 1992. In 1999, a remake was released in a compilation called Rockman Complete Works for the Playstation in Japan only. Another compilation, the Megaman Anniversery Collection, was released for the Gamecube and Playstation 2 in 2004, with an Xbox version released in 2005. It was released for Mobile Phones in 2005, and for Wii Virtual Console in 2010.

I give this game a 10/10. This game brought back the music and even included the all new Mega Buster.
